Developing technologies for oxygenation of hypoxic bottom areas, reducing environmental impact from ships and large-scale mussel farming in the northern Baltic Sea
Professional service
The commitment has three separate parts:

a) The Government of Åland supports development of technologies which, using wave power without external energy input, oxygenate deep hypoxic bottom areas in the archipelago.
Simultaneously, the importance of the internal load impact on water quality in the archipelago areas will be explored, including calculations using computer models to clarify the importance and potential result of similar technology.

b) The Government of Åland has committed itself to actively take part in the Clean Shipping-priority area under the EU Baltic Sea Strategy with the aim to reduce environmental pollution from ships. The Government of Åland will thereby support on-going processes and work in close cooperation with HELCOM and other key partners.

c) The Government of Åland will launch a large-scale mussel farming pilotproject in Åland. Large scale farms have yet not been tested so far north in the Baltic Sea . The long-term objective is an increased circulation of nutrient substances. Various possible uses will be tested: meal from mussels as fish farm feed, mussels as fertilizer in agriculture locally and possibilities of locally produced mussels as ingredient in delicatessen food.
Eutrophication
Clean and Safe Maritime activities
a) The objective is to find a sustainable method to decrease the internal load. The impact will hopefully be permanent.

b) The projects in the Clean Shipping-priority area aim at permanent solutions and measures to reduce environmental impact from ships.

c) The objective is to get an permanent increased circulation of nutrient substances in the Baltic Sea.
a) It is financial support to research and development. There may be a need to additional financial support later

b) Commitment and willingness of different stakeholders, including the EU, HELCOM and governmental partners, to work focused and in cooperation with all stakeholders, to find sustainable solutions.

c) There is a need to develop an economic sustainable system, either by producing products that creates enough income AND/OR creating a financial support system/economic incentives. It is also a need to develop techniques, methods and infrastructure.
The whole Baltic Sea
a) There are partnership opportunities. Discussions has been conducted between the projectowner Stacko Ab and Government of Åland of different pilotstudies within the Åland Archipelago, and between the projectowner Stacko Ab and Gotland University about a larger project in marine environment.

b) A kick-off meeting has taken place in Denmark in the end of January 2010 where a few projects where presented and discussed. The leadpartners for the different flagship-projects were identified. Coordination with these projects are desirable at this moment of the process.

c) There are certainly partnership oppurtunities.
This project will be conducted in close coorporation with similar projects in Sweden.
To develop techniques and methods as well as economic support systems the Government of Åland is intresting in partnership with different partners and at different level.

The Government of Åland will follow the work the create projects and will evaluate in what degree they reflect the aim and the purpose in the Clean Shipping-priority area under the EU Baltic Sea Strategy

The different part of the project will start. The equipment is planned the be put in the water in the eastern part of the Åland Archipelago.

In the First year-report the project owner will describe the work during the first year, including water quality measurements which shows the effect of the equipment.
